Serhiy Volodymyrovych Haidai is a Ukrainian entrepreneur and politician who served as the head of the Luhansk Regional Military–Civil Administration during a critical period of the Russian invasion of Ukraine. His career includes significant administrative roles in various regions of Ukraine, particularly in Luhansk and Zakarpattia Oblasts.
Early Life and Education
Serhiy Haidai was born on 6 November 1975. He pursued his education at the Khmelnytskyi University of Economics and later graduated from the National Academy for Public Administration under the President of Ukraine.
Political Career
Haidai's political career began with his role as General Director of Dembud LLC from 2005 to 2015. He served as an Assistant Member of the Kyiv City Council from 2008 to 2010 and worked as an Adviser to the Chairman of the Obukhiv Raion State Administration from 2014 to 2015. In 2015, he was elected a Member of the Mukachevo Raion Council and subsequently became Chairman of the Mukachevo Raion State Administration from 2015 to 2018.
Role During the Russian Invasion
During the 2022 Russian invasion of Ukraine, Haidai was appointed as the head of the Luhansk Regional Civil-Military Administration. He provided insights into the tactics employed by Russian forces during the 2022 Battle of Sievierodonetsk, noting their strategy of using heavy artillery and air strikes before advancing ground troops.
Dismissal and Subsequent Appointments
Haidai was dismissed from his position on 14 March 2023 by the Ukrainian Cabinet of Ministers, with the official decree enacted on 15 March 2023. He was later appointed as the Head of the State Administration of the Mukachevo District in Zakarpattia Oblast on 15 March 2024.
Legal Issues
In August 2025, Haidai faced legal troubles when he was arrested on charges related to a corruption scandal involving inflated state contracts for drones and electronic warfare equipment during his tenure in Mukachevo. He was dismissed from his position on 2 August 2025 by President Zelenskyy in connection with these charges.
