Horishni Plavni
city of regional significance of Ukraine
Also known as: Komsomolsk
Horishni Plavni is a purpose-built mining city located in central Ukraine, specifically in Kremenchuk Raion of Poltava Oblast. Established in 1960, the city is closely associated with the iron ore mining industry and has a population of approximately 49,854 as of 2022.
History
Horishni Plavni, originally founded in 1960 as Komsomolsk-na-Dnipri, was designed as a residential and civic area for the Poltava Mining and Extraction Combinat, which is now under the control of Ferrexpo, a major iron ore-mining company in Ukraine. Approximately 80% of the city's workforce is employed in the mining sector.
The city features two large open pit mines and several spoil tips located to the north-east and south of the residential area. Although the industry is supported by multiple railway stations, passenger services have been discontinued, leading the city to depend on intercity and suburban bus services. The combinat also operates its own freight river port.
Due to the mining industry's profitability, Horishni Plavni frequently ranks highly in national assessments of birth rates, living standards, unemployment, and housing. In response to a law signed by President Petro Poroshenko on 15 May 2015, which mandated the removal of communist monuments and the renaming of settlements associated with Communism, the Verkhovna Rada officially renamed Komsomolsk to Horishni Plavni on 19 May 2016.
On 18 July 2020, as part of Ukraine's administrative reform that reduced the number of raions in Poltava Oblast to four, Horishni Plavni was reclassified from a city of oblast significance to being part of Kremenchuk Raion.
Demographics
According to the 2001 Ukrainian census, Horishni Plavni had a population of 51,832 residents. The city has the highest percentage of ethnic Russians among major settlements in Poltava Oblast, yet it remains predominantly Ukrainian, with smaller communities of Belarusians, Armenians, and Moldovans.
The Ukrainian language is the most widely spoken, although there is a significant Russophone minority present in the city.
